The hikvision batch configuration tool seems to work fine on the 3516D module, no problems. I've never used this tool before as I didn't think it was compatible. There is no telnet service running on that port. That's the OSPF routing protocol. For example, you would get the same response if you tried to telnet into the RTSP port 554.
